Introduction
Ministry of Interior, under the Royal Government of Cambodia, was established by an organic law and promulgated Royal Kram No. NS/RKM/0196/08 dated on January 24, 1996.
Ministry of Interior is an administrative institution “administrative institution: is a systematic organization which its mission and function are to lead and control administrative sector and each specialized sector of its respective territory”. Therefore, Ministry of Interior is an administrative institution which shall have the mandate to guide and control all levels of local administration at capital-provincial level, municipal-district-Khan level, and commune-Sangkat level on administrative sector, supervises the national police, protect social order and security, and provide safety to the people of the Kingdom of Cambodia.
The Ministry of Interior shall be headed by Co-Minister or a Minister which can be assisted as needed by Secretaries of State and/or Under Secretaries of State.
In guiding and controlling its activities, Ministry of Interior was organized by Anukret No. 16 ANKR dated on December 20, 1993 on establishment and functioning of Ministry of Interior. In leading and controlling, Ministry of Interior consists of some institutions as assistants working at national and sub-national level. Particularly, Ministry of Interior leads both civil administration and police. In this regard, General Department of Administration was later changed to General Department of Local Administration. Moreover, Department of Local Administration (DoLA) has been established under the General Department of Local Administration (by Anukret No. 58 ANKR dated on February 03, 2001).
